 Abstract 

The article analyzes the origin of the system of state certification of scientific personnel. The first legal acts that determined the procedure for awarding academic degrees and academic titles in the Russian Empire are highlighted. Statistics on academic degrees for the period 1794-1917 are presented. The flaws that were identified by contemporaries in the process of defending dissertation re-search are systematized. Historical examples of unscrupulous acquisition of aca-demic degrees are given. Attention is paid to the discussion, the author of which was the well-known legal scholar G.F. Shershenevich. The first acts of the Soviet state, aimed at transforming the system of training scientific personnel, are con-sidered, which indicate the experience of the Institute of Red Professors. It is shown that the process of special training of a scientist within the framework of graduate school had its own objective grounds, which led to its reanimation in Soviet Russia. The documents of the USSR of the 30-50s of the last century, devoted to the procedure for awarding academic degrees, are also analyzed.
